1) Go back to pre-Reagan progressive tax rates.
2) No tax on business but business can't hold cash; all net income must be passed to the owners (just like small business does now).
3) 100% inheritance tax but you can give it all away in relatively small chunks.
4) Government can not borrow money. All pay-as-you-go, including retirement.
