1. Move teenage males out of their homes, and into some kind of military-like regimented environment
2. The old folks aren't a problem, leave them alone
3. Full court press on those younger than 12
4. Make-Work, regimented jobs for adults
5. Stop incentivizing additional children
6. Stop disincentivizing marriage
7. Encourage gentrification
8. Stop illegal immigration
9. Wait a generation
