Why Would The State Own Industries?

1. It's a monarchy of some kind. (Could be Left or Right depending on the goals of the monarch. (This is a kind of government.)
2. Confiscated for law enforcement, tax redemption or other temporary assignment. (Could be Left or Right depending on the Law. This is a legal system.)
3. They think it's for the good of The People because the needs of the group supersede the wants of the individual. (Left. This is a political system.)
4. They created the industry but have not yet privatized it.
5. The industry is not responsive to Market Forces. (Social Safety Net.)

Or they are simply responding to the populist rabble rousing of the masses railing against private property beyond the control of state intervention for the puposes of ostensible redistribution of wealth.

Controlling interests want to risk public funds as opposed to private investments.

To cut the cost of essential services such as healthcare, transport or energy by eliminating the need to provide a profit to shareholders.
Problem is that nationalised industries often end up being run less efficiently and productivity is lower due to reduced incentive to perform so the cost to the customer actually increases.
What you really want is publicly owned industries which are operated to the standards of privately owned ones.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.
