1. Oregon's Historical "Green" Statutes
This is not Oregon's first foray into renewable or "green" energy: the "Residential Energy Tax Credit," ORS 316.116, has been an Oregon's statute for many years, and Oregon's storied environmental history began with ORS 469.191. Adopted over 30 years ago, it states that it is Oregon's goal to promote the efficient use of energy resources and to develop permanently sustainable energy resources, including:
(a) Development of permanently sustainable energy resources
(b) State government will be a leader in resource recovery and recycling.
(c) The order of priority will be: (1) people; (2) economy; and (3) environment.
(d) State government will assist the citizenry to adjust to diminishing energy availability.
(e) Energy-efficient vehicle use will be encouraged, (and the corollary, energy-inefficient modes of transportation will be discouraged).
(f) The cost-effectiveness of energy policy will always be considered.
(g) State government will provide impartial and objective energy information.
