All the money locked out of circulation doesn’t matter. All the oil locked in the earth that is too expensive to extract doesn’t matter. Resources, labor, and money that is not participating in the economy does not affect it. Times may change, and circumstances may bring these outcasts into the economy at some point, but until they’re participants they are economic non-entities.

Currency needs to circulate to grow the economy, but that devalues currency. Locking up currency can result in the economy contracting, which hurts your Scrooge McDucks too.
Currency isn't a resource, it is a tool, or, I guess, more a unit of measurement. But it sort of functions like a resource when hoarded, but like a hoarded resource, is useless. It is one of the few things low info commies are right about.

I’d be more supportive if anyone could explain how you increase every individual’s money supply by $30k and prevent it from affecting prices.

Does anyone have an explanation on how you massively increase (money) supply of people participating in an economy with no effect on demand (goods)?

Just spit balling, but what would happen if, instead of just issuing currency, UBI was passed out as something like a mutual fund in municipal bonds. That way it doesn't all immediately circulate at the same rate, can be used for infrastructure, and makes everyone a shareholder with slower drip of funds for circulation. Some people could and would immediately cash out, which would carry a penalty.
